The American Recovery and Reinvestment Act, signed into law by President Obama on February 17, 2009, is a $787 billion stimulus bill. One of the many provisions of the bill is to directly provide relief to millions on the COBRA plan or ex-employees who need COBRA coverage. This "COBRA stimulus plan" will provide enrollees a COBRA premium subsidy along with providing COBRA benefits to ex-employees who denied coverage.

As part of a severance deal, my company will pay part of the cobra expense (with me paying the amount I paid during normal employment. I guess that means they will collect the 65% and I will be left with the remainder. Oh well, I am overjoyed for those whose can now afford Cobra.

According to my employer, they told me to pay the whole premium and when this kicks in I will receive a rebate? Why it is to take effect March 1 no one gives me an answer?

Does anyone know which dates this applies to?
For example…I was laid off last June, can I still get the COBRA relief? I was told that it only applied to lay-offs after September 17th 2008 which really sucks if it’s true.

Voluntarily left employer and elected COBRA coverage in April 2008. Involuntarily lost employment under new employer so having to continue coverage under original employer’s plan. Do I qualify? Need coverage for pre-existing condition.

I left my employment voluntarily when I moved from NY to Ct. in October 2008. I was 60 at the time. I opted for COBRA when I resigned and am paying over $500.00/mo.
My questions:
I voluntarily resigned
I am 61 years old

Do these facts disqualify me from taking advantage of the stimulus package?

I work for an employer and will be laid off this coming june. But my whole salary was going to pay for health insurance and going to pay tuiyion so none of my salary was officialy on the books. Can i know be eligible for this plan since i will still be on my ex employers cobra insurance ????

We signed up for the cobra stimulus package and never received notice that we were eligible. After 4 months of not going to the Dr. because we thought we had no insurance we get a notice saying it was effective since the beginning, but now the premium is extremley high and we would have to pay all the back pay that we were not told we could use. Do we have any recourse?

Is a COBRA subsidy under ARRA available for former government sponsored enterprises (GSE’s)? Also, is the maximum coverage benefit limited to 18 months?

I was laid off in Oct 08 and did not take cobra. when I heard about the stimulus (june09) I contacted my old company and said I wanted it – I signed the documents, paid the 1 July premium and thought I had insurance. August – I received my cheque back terminating me. When I called they said I never paid Feb-June. Can they do that?
