Does Arkansas Has the Right Idea... is it a step towards Universal Health Care?

According to www.nwaonline.com, Arkansas is implementing a small business health care plan that is state and federally subsidized.

According to the article, "The state and federal government, along with the employer and employee will share the cost, with the state's portion, about $18 million over five years, coming from proceeds of the state's tobacco settlement fund." The plan is called "ARHealthNet, which will target businesses with fewer than 500 employees that have not offered health coverage in at least a year prior to enrollment."

Looks like a great idea and is possibly a closer step to a national plan for Universal Health Care.
