Cattle producers from a handful of U.S. states had the option in June of 2003 to buy into a federally subsidized insurance program to protect themselves from price fluctuations, such as what the U.S. mad cow scare might cause. Unfortunately, as cattle producers now scramble to buy protection, the USDA has stopped further insurance applications due to the mad cow scare. What can personal insurance consumers learn from this?
